defendants, of a sand and gravel mining and processing plant on lands in the San Bernardino National Forest. The defendants
include E. Arthur Barrows, locator of a mining claim for sand and gravel on such lands, and B. Robert Seaman, general manager
of Big Bear Rock and Materials Company which, as lessee, conducts a sand and gravel operation on the asserted claim.
